AdminHistoryWhen the South Yorkshire County Council was established in 1974, the responsibilities for trading standards, or weights and measures, was transferred from the four existing local authorities in South Yorkshire (Barnsley, Doncaster, Rotherham and Sheffield) to the new County Council. The South Yorkshire Trading Standards Unit (SYTSU) was set up at the same time.

South Yorkshire County Council was abolished in 1986, but the four authorities retained SYTSU and took joint financial and management responsibility via the mechanism of a joint committee and a lead authority. Sheffield City Council was the administering authority and the procedures and processes of that authority were, in theory, applied to the Unit. Although the financial activities of the Unit were incorporated into the financial arrangements of Sheffield City Council, any surpluses or deficits arising from the Unit's activities were allocated to the four constituent authorities on an agreed basis.

During the ten years prior to 2006, the Unit increasingly concentrated on very detailed and complex calibration work, latterly almost entirely on a trading basis, with little traditional measurement work done for the four constituent authorities. Following the sudden death of Mike Buckley, the General Manager of the Unit, in Dec 2005, substantial financial irregularities were discovered. Total net losses of around £13.5m were uncovered. A criminal investigation was concluded by South Yorkshire Police and the Serious Fraud Office that resulted in three individuals, external to the Unit, being convicted of the serious criminal offence of Conspiracy to Falsely Account in 2009.

An Independent Review was commissioned by the four authorities and carried out by Neil Newton. The review looks at the circumstances that led to a significant fraud being detected at the former South Yorkshire Trading Standards Unit (SYTSU) and any lessons to be learned historically from the case dating back to 2006.
