Minutes of a meeting held on 9 Jul 1986 refer to proposed legal proceedings by H.M. Customs and Excise against London bookshop 'Gay's The Word' relating to the possession of allegedly 'indecent' and 'obscene' publications. It was reported that the Director of Libraries and Information Services, Patricia Coleman, had submitted a letter on behalf of Senior Librarians expressing concern at the possibility of increasing censorship. Appendix E includes a report to the Libraries and Information Services Sub-Committee on 'Gay's The Word', 9 Jul 1986.

In Feb 1986 the Libraries Department established a 'Policy Development Group on Services to Gay Men and Lesbians' to draw up a draft policy in this area; the basic objective was to develop 'adequate library services to reflect the interests of the gay community'. The group submitted a progress report to the Libraries and Information Sub-Committee on 10 Sep 1986 (see Appendix F).

Meetings of a Consultative Committee on a Multi-Cultural Library Service (Libraries and Arts Programme) were held on 17 Jun and 15 Jul 1986 including members from: Somali Community Association; Sheffield and District Afro-Caribbean Community Association; Sheffield Council for Racial Equality; Northern Refugee Centre; Somali Youth Association; Sheffield Chinese Christian Fellowship; Pakistan Society; Pakistan Welfare Association and The Hub, to prepare an Anti-Racism Policy to eradicate racism in Sheffield Libraries. On 3 Oct 1986 a draft report was submitted to the Libraries and Information Sub-Committee drawing up a draft 'Ethnic Minorities Code of Practice' (Appendix F).
