The Development Plans Sub (later Plans Sub) Committee was a sub-committee of the Environmental Planning (previously Town Planning [prior to September 1973], later: Environment and Planning Programme [from June 1983], Planning and Transportation Programme [from May 1986], Planning and Economic Development Programme [from May 1991]) Committee. The Town Planning Committee, itself a sub-committee of the Highways and Sewers Committee, was originally known as the Town Planning Sub-Committee. From 1946 it became the Town Planning Committee with its own Plans Sub-Committee.
Minutes for predecessors of the Development Plans Sub (later Plans Sub) Committee survive from 1874 (See CA-PTP/1-97). It was known as the Plan and Office Sub-Committee, from May 1874 - July 1922, before adopting the title Plans Sub-Committee in July 1922. In May 1987, under further reorganisation of the Planning and Transportation Programme, the Development Plans Sub (later Plans Sub) Committee was broken up into the North, South-East, and South-West Sub Committees (Note: Separate North-East, North-West, South-East and South-West Sub Committees had been in existence from May 1986 - April 1987 alongside the Plans Sub-Committee).
Prior to 1874, reports for predecessors of the Plans Sub-Committee can be found amongst the minutes of the Highways and Sewerage Committee, September 1864 - May 1968 (See CA-HWY). The Highway Committee was appointed by the Council on 7 September 1864 with Alderman John Webster as chairman and they met weekly on a Friday. On 11 November 1864 the Highway Committee appointed a new 'Works Sub-Committee' which submitted reports on all new works to the Committee from 18 November 1864. A 'Plan Sub-Committee' was also established (to examine plans of new buildings to be erected in the borough) which submitted reports to the Highway Committee from 6 January 1865. On 10 November 1865 the Plan Sub-Committee and Works Sub-Committee merged to form a new 'Works and Plan Sub-Committee', set up to examine and report on all new works and the plans of new buildings. This sub-committee altered its title to the 'Works and Plan and Sewerage Sub-Committee' by 28 November 1873.
In 1891, the Highways Committee and the Sewerage and Rivers Committee were formerly amalgamated. In 1893, at the time of the granting of city status to Sheffield, it was the Highways and Sewerage Committee (situated in the City Engineer's Department) who had responsibility for the erection of new buildings and carrying out improvements to the frontages of buildings, etc.
In 1908, the City Engineer's Department was divided and a Surveyor of the Highways and a City Engineer appointed. The Surveyor of the Highways was assigned responsibility for the highways and sewers, with the City Engineer given responsibility for architectural and engineering work (although architectural responsibility soon passed to the new post of City Architect).
In 1909, with the passing of the Housing and Town Planning Bill, town planning powers were given to the council and an Improvements Committee became responsible for this area. In 1914, the City Engineer's Department was further reorganised and a new improvements and planning department was set up. Town planning powers were transferred to the Highways Committee in 1930. |

These schedules show the number, date and nature of the application, the location, the name of the applicant and whether each application was granted, refused, withdrawn, etc. The minutes also include reports submitted to the committee regarding specific planning applications (with associated correspondence and, occasionally, copies of plans). |
