The survey was important as it just preceded the visit of the Taylor Committee of Inquiry to Sheffield to study the system of school government in Nov 1975. The new form of voting was supposed to be by voting at a meeting of parents and also, in the case of secondary schools, by a meeting of the pupils. Nevertheless, a few head teachers, still, it seemed, arranged a postal ballot. Under the new Instrument and Articles of Government for maintained schools of Sep 1975, three parents could sit on the board of managers.
