AdminHistory | The 1902 Education Act (the 'Balfour Act') established a system of secondary education integrating higher grade elementary schools and fee-paying secondary schools; abolished school boards and established local education authorities (LEAs). School boards (which had been established in 1870) were replaced by Education Committees. In Sheffield the Act came into force on 1 April 1903.
The Education Department became responsible for administering a number of educational trusts, prizes, scholarships and memorial funds (some of which were established before the Education Act). These included:
American Field Service Scholarship: The American Field Service (AFS) was founded in 1914 as a field ambulance until and werved with the allied forces in both world wars. It is a private organisation without political or religious affiliation. The AFS peacetime began in 1947, its purpose being to promote understanding through international scholarships.
The Buttle Trust (later Buttle UK): Buttle UK was founded in 1953 with an endowment created by the Rev Frank Buttle. His aim was to 'launch 1,000 children each year out of poverty'. National scheme.
Sir George Franklin Trust: In her will, Miss Daisy Franklin of 'Dalebrook', Ranmoor who died on 14 Sep 1949, bequeathed 'to the City of Sheffield Education Committee a legacy of £200 to be known as the Sir George Franklin Trust...' to provide an annual prize for girls and boys of the High Storrs Grammar School.
Carver Street Schools Endowment: Charitable Trust administered by the City Council's Education Department.
Church Burgesses Educational Foundation: Established to promote the education of those under 25 years of age who (or whose parents) are resident in the City of Sheffield.
Bolsterstone Free School and Exhibition Fund: Charitable trust; administered by the City Council's Education Department. Free school of the foundation of Ralph Ellis by Will of 3 Jan 1622 with the subsidiary endowments of John Hodgkinson and John Grayson in the ecclesiastical district of Bolsterstone.
Alan S. Cussens Memorial Fund: Declaration of Trust made on 26 Apr 1945 between William Cussens and the Education Committee, the founder 'being desirous of commemorating the death in action of his son has paid to the Trustees the sum of £50...' to be invested and spent on the purchase of books to be awarded as prizes to pupils at High Storrs Grammar School. Named the Alan S. Cussens Memorial Fund.
Alfred Chadburn Prize: Sheffield charity founded by Will proved at Wakefield on 23 Feb 1887.
[William] Birley Scholarships The original purpose of the Birley Scholarships was 'to use for books, fees for public examinations, subs to games, athletic sports and school societies, with maintenance allowance if required, on attaining the age of 14 years'. When fees were abolished in local authority schools, as a result of the 1944 Education Act, the Grammar School Exhibition Fund awarded the Birley Scholarship to a small number of pupils who gained the highest marks in the common entrance exam (11+) who chose to attend a grammar school other than King Edward VII.
Samuel Biggin Crossley Prize Competition: Awarded annually to students enrolled at the College of Arts and Crafts in the City of Sheffield. Awarded to the student submitting the best original design of some article or scheme of decoration for Sheffield Trades Crafts or Manufactures.
Assay Office Prize Competition: Awarded for silversmithing, engraving, chasing, diesinking etc.
Bradfield Feoffe Educational Foundation: Established in Dec 1923 to assist boys and girls resident in 'the privileged area' (the Ancient Chapelry of Bradfield) to attend schools, institutions or classes for purposes of education other than elementary.
Bradfield Oughtibridge National School: The National School in Bradfield was founded by indenture dated 31 Dec 1842 and comprised in an Order of the Charity Commissioners of 11 Sep 1906, made under the Board of Education Act 1899.
Bradfield Onesacre School Foundation: The foundation known as Onesacre School was founded by deed of 7 Nov 1797; scheme later administered by Education Department. |
