TitleWest Midlands Police Report to the Director of Public Prosecutions
DescriptionAt the request of the Home Office and Chief Constable Peter Wright, South Yorkshire Police, Chief Constable Geoffrey Dear, West Midlands Police, agreed to inquire into the Disaster and to consider if a criminal investigation should be carried out into the events. The report is split into 7 sections. Part I being the introduction by Chief Constable Geoffrey Dear, and presents the evidence of a cross section of people who are connected to Sheffield Wednesday Football Club. Part II details the history of Sheffield Wednesday Football Club, examining its experiences in handling major functions including previous FA Cup Semi Final matches, traffic routes to Sheffield, allocation of ends of grounds to supporters and the confusion caused by ticket markings and signage. This part of the report also details stadium characteristics, including the turnstiles, the concourse and Western terraces and the Safety Certificate for crowd capacities. Part III documents the visual and photographic evidence pertaining to the Inquiry from Sheffield Wednesday Football Club, the media, supporters and South Yorkshire Police. Part IV details Liverpool supporters' behaviour as perceived by themselves and others, excluding the police. Part V documents police evidence in relation to events leading up to the and immediately following the Disaster. Part VI deals with the medical facilities and responses of the emergency services. Including the medical assistance available on standby at the ground prior to kick off, the role played by doctors and other supporters with medical training, the Ambulance Service and Fire Brigade and examines the effectiveness of communications between the police, fire, ambulance services and Sheffield City Council. Part VII is the Final Report to the Director of Public Prosecutions. This part also includes the Appendices; Appendix A being a sequence of events from 1867 to 16:17 hours on the 15 April 1989 and Appendix B being the Salmon Letters from Assistant Treasury Solicitor to South Yorkshire Police, Sheffield Wednesday Football Club and Sheffield City Council, 9 May 1989; Appendix C are the Transcriptions of the interviews conducted by West Midlands Police regarding the criminal investigation.
