South Yorkshire Police requested Deputy Chief Constable J Phillips, Devon and Cornwall Police to write this report on their behalf, post the Taylor Inquiry, as part of the Contribution Hearings. This is commonly known by South Yorkshire Police as The Phillips Report, not to be confused with the ACPO Submission to Taylor, which was also written by J. Phillips when he was at Greater Manchester Police. |
