Having carried the letter about in his pocket for a month, hopes that his pamphlet “An Appeal to thought” has reached him. Stresses need of a petition (against slavery). Regrets he has been scarcely ever able to attend the House during present session. Dated 25 Mar 1823 but postmarked 23 Apr.
