The Joint Transport and Planning Unit (JTPU) was established under a 'Joint Deputy' responsible to both the County Engineer and the County Planning Officer in order to integrate the transport planning activities of the two departments in conjunction with the Passenger Transport Executive and other departments of the County Council.
The JTPU was responsible local and regional planning and land use in relation to traffic and transportation planning. Key areas where the JTPU had input included:
South Yorkshire County Transport Analysis System (SYCTAS) Land Use Transportation Study (LUTS)
The unit also contributed to areas such as: highways maintenance and construction, traffic modelling, urban traffic control etc.
Underpinning South Yorkshire County Council's traffic and transportation planning was the principle that public transport should be regarded both as a social service and an instrument of planning policy. The provision of free public transport for all was the end goal. The need for reduced traffic congestion and a better integrated rail and bus network was highlighted to improve the environment. It was also recognised that improvement of the South Yorkshire Navigation had the potential to increase trade with other areas of Britain and Europe. |
