He was a Sheffield City Councillor from 1990 to 2012. He was also a member of the European Union Committee of the Regions. Prior to becoming a Sheffield City Councillor he was a parish councillor in Aston cum Aughton, Rotherham.

Moore was born in Ulverston, Cumbria in 1947. He worked as an electronics technician at Vickers Shipyard, Barrow in Furness before moving to Carlisle to work for the CEGB as a control engineer at Carlisle Power Station. In 1973, he moved with his family to South Yorkshire and worked as a control engineer at Neepsend Power Station, Sheffield, before transferring to Rotherham Transmission District as a power protection engineer.

In terms of politics, Moore started out as a member of the Labour Party but left believing it had become the party 'of the yob and mob' and in 1983 he became a member of the Social Democratic Party (SDP). In July 1985 he won a seat from Labour in a by-election for Aston-Cum-Aughton Parish Council and the following year became a prospective parliamentary candidate for Heeley.

Moore served as a Liberal Democract councillor for Beauchief Ward, Sheffield and became Leader of Sheffield City Council in 1999 (ending 30 years of Labour control over the Council). Moore was replaced as Leader of the Liberal Democrat Group by Paul Scriven in 2002 (when Labour regained control of the Council) but he remained a councillor for Graves Park Ward, Sheffield until his retirement from the Council in 2012.
