HistoryCommissioned as second lieutenant in 1840, promoted to first lieutenant in 1843. In 1848 appointed assistant instructor in fieldworks at the Royal Military Academy, Woolwich. Appointed senior instructor in 1851, and in 1855 appointed instructor of surveying. In 1854-1855 Scott invented and patented 'Scott's patent cement', known from the 1870s as 'selenitic cement'.

In 1863 Scott was promoted brevet-major and then regimental lieutenant-colonel. In 1864 he was seconded to the civil service for the commissioners for the exhibition of 1851. He served as the commission's secretary 1873-1882. In 1866 Scott was appointed Director of Works (later Director of New Buildings) for the government's Department of Science and Art. In 1867 Scott began work as design and construction co-ordinator of the Albert Hall.

Scott was promoted to brevet-colonel in 1871 and retired from the army that year as honorary major-general. He was honoured as civil companion in the Order of the Bath (1871), associate of the Institution of Civil Engineers (1874) and fellow of the Royal Society (1875).
