HistoryIn 1859 Donnelly was appointed inspector for science under the Department of Science and Art. In 1874 his title became director of science. In 1881 he was appointed in addition assistant secretary of the Department of Science and Art, and in 1884 secretary and permanent head of the department.

In 1896 the House of Commons appointed a select committee who criticised Donnelly's administration in REPORTS AND EVIDENCE... ON THE MUSEUMS OF THE SCIENCE AND ART DEPARTMENT (1899).
