HistoryNominated to the Madras Presidency in 1842 as an assistant surgeon, where from 1845-1847 he was appointed to the Mysore commission and served as surgeon and magistrate based at Shimoga. In his spare time he studied botany, commissioned botanical drawings from Indian artists, and became aware of the problems of deforestation.

In 1856 Cleghorn was appointed the first conservator of forests for the Madras Presidency. He worked to establish a forest department for the Punjab government, and in 1863 was asked to establish a national forest department for India (excluding Bombay and Madras) with Dietrich Brandis.

He was President of the Botanical Society of Edinburgh in 1869, and was involved in the International Forestry Exhibition in Edinburgh in 1884.
