BiographyA Chinese governmental tax collection agency and information service. Although controlled by central Chinese government, it was established and staffed mainly by foreign workers and consuls to collect maritime trade taxes during the time of the Taiping Rebellion. After this, however, its responsibilities grew to include, amongst other things, domestic customs and postal administration, harbour and waterway management, weather reporting, anti-smuggling operations, economic management and education.
