HistoryCotton-broker, Liverpool. Founder of Bees Ltd., seeds and nursery firm which originally occupied part of Bulley's garden at Neston before moving to Sealand in 1911.

Bulley was a supporter and sponser of plant collecting, and engaged G Forrest, F Kingdon Ward and R E Cooper to collect plants for his garden which became the Ness Botanic Gardens of Liverpool University.
